Enriching the Knowledge Base

Which is the most important thing we wish to achieve in Indian science ? The critical mass. Yes, we are urgently and massively needing the critical mass of scientific experts in each scientific discipline you can imagine of. As Indians, we have tendency not to define things specifically. Around the corner, we always kept things vague. We dont like to publish the white reports of each scientific sector`s future as Japanese are doing it since many years. Or we do not wish to learn from the American system of alarming to their nation through the report "Rising Above the Gathering Storm" in which National Academy of Science and Engineering warns about what we today understand by Fareed Zakaria`s Post American World and its deep engagement with science, mathematics education, rising tendency to do hard work, rising science technology indicators like publications, patents, R&D investments etc. Even conservative historian who takes pride in supporting colonialism Niall Ferguson in his latest book "Civilization: West and the Rest", endorses how complacency of the western world and hard working approach of the east is making the difference. Is India ready to take plunge in this great transformation through genuine investment in science education, research and development and innovation activities? Or we also will be content only by the historical successes of IITs, IIScs and few centers of excellences which are also not growing around the greatest benchmarks of world science.


The other day, when I attended a expert meeting who were discussing how the future of weavers and how the  handloom sector can be  secured by planning different schemes, policies; Minister of that department asked a provocative question. At the end of day what we want? Do we really wish to make the handloom sector the world class brand and make weaver community self reliant by making them free from the government schemes and multi national company`s paltry benefit share after the handsome sale of their products. He further added, "What we are discussing is what. We know what  we wish to achieve. There is not doubt about that. But how to do that is the crucial question we need to ask each other consistently." In a way Minister was hinting towards the fact that traditional knowledge of weaving community resides in the weaver. We have to respect him. On the same lines when I was thinking about many of the initiative central government is taking about creating new central universities, 14 world class universities, IITs, IIMs, INSPIRE scheme for inspiring young students to move towards the science research, different R&D grants being given for projects etc. We usually talk about creating huge facilities, institutions and great laboratories to foster scientific research in India but we hardly pay attention to create the genuine people who can do that. Again we know what we wish to achieve it. But we do not know how we will do it. 


When every year there are crores of rupees allocated for Indian science, one thing is clear. Government is not able to monitor how that money is being spent. There is not evaluation. Because large money given to R&D projects is a grant-in-aid, so government dont want the research results, because it believes that those research results will go to public. Fair enough. But there should be some kind of feedback system to monitor the funding. On the top, DST is not the executing agency for big science technology projects, it is a just demonstrator. Why? The execution of training programs is not mandate of DST. Why? Can you imagine, the increase in MHRD budget is 1.5 times more than entire budget of DST in last few years. Most important challenge is to create that manpower to use all these funds and all these facilities being planned, created.
We are talking about joint appointments of scientists in academic and research institutions, we are talking about creating more post doctoral fellows, we are talking about creating world class facilities at every corner of the country but consider one fact. The number of Indian students working on their Ph.D.s in USA is more than that of working in India. So, even though we boast about creating many many institutions, who will come to teach and do research in coming Indian institutions.


So, what lies ahead? Govt. has started thinking in terms of paradigm. Some catalysts which started to be working since National Knowledge Commission are showing colors. In the last sixty years we have witnessed innovation playing major role in improving health, education, transport, communicate, infrastructure, energy, governance. At the same time there are serious global challenges related to female literacy, infant mortality, water and sanitation, food and nutrition, alternate energy, draughts and floods, preserving scientific temper, better delivery of services, environment, war, security etc. As we enter the Innovation Decade and 12th Plan it is necessary to refurbish our understanding about innovation. It involves thinking differently, creatively and insightfully. This will enable to have solutions/inventions that have an impact on social and economic value. The kind of scientific initiatives we need to take require definitely going beyond conventional products/processes/institutional forms. So, moving beyond R&D to mean new applications of old technologies, new processes and structures, organizational creativity are needed.

The science and technology can contribute to the innovation in different domains of life. Products, services, processes, organizations, governance, creating opportunities in development/social sector, addressing urban rural divide, how to collaborate or create links of cooperation between public, national, international, private sector, individuals, institutions.  The driving factors behind innovations are people, culture, diversity, ecosystem, new threats, opportunities, and unbalancing elements in flow of knowledge when encountered with particular problem. Innovations are required to improve performance, productivity, quality, reducing price etc. They are key to growth, prosperity and problem solving world over. Science and Technology institutions with their human resources, knowledge intensive capability of enterprising mind, high broadband connectivity and ability to forge new collaborations on the basis of problem identified for particular area of work. Changing nature of science and technology demands multidisciplinary, collaborative and increased speed in terms of execution because obsolescence rate in new technologies is very fast compared to previous generation technologies.

Human development factor remains key to the any initiative of scientific mission of government. Universal applications which address the basic concerns of the livelihood and motivating open source innovation models is inescapable reality. Making best use of scarce resources like people and institutions is the top priority of this hour. Ensuring the relevance of research institutions in modern economy is very much the direction in which we should be going. This belief also includes providing scientific technological support to local industries to assist in improving their competitive position. Sustaining and improving quality of both curiosity driven research and applied research is required.

When we view science technology as strategic sector establishing a sense of urgency must be first step to take. Formation of powerful experts coalitions groups, creating clear vision and objectives which can be monitored, evaluated and followed for post-implementation analysis, communicating this vision, creating short term target which will incrementally add to the bigger plan targets, consistently consolidating the targets and improving upon the change and institutionalizing the innovative approaches which will be easy to train/educate people to inculcate into the human resources of the organizations; are some of the crucial steps in the direction of deploying science and technology for strategic purposes. The strategic challenges in front of Indian Scientific establishment are clearly complex web of multiple issues to handle simultaneously with great harmonizing effect. The number of researchers per million (119 compared to 715 of China, 4628 of USA & 5300 of Japan), R&D expenditure (0.8 % of GDP),

Larger strategy for science and technology will include providing broader platforms for innovations to include products, services, organizations and institutions, processes, research and development, science and technology, governance, social and cultural issues, mindset and national, state, sectoral councils. In this direction, encouraging innovations aiming at bottom of pyramid which will provide awareness, access, affordability, availability, scalability, sustainability, quality, pervasive growth, innovations by/for people & innovations for the people who are at the bottom of the pyramid is necessary.

Creating ecosystem for this will have multiplier affect. This will include incentives and awards, innovation clusters in universities, innovative business clusters, promoting innovation in MSMEs, allowing organizational autonomy and flexibility, clear policies and programs, creating new institutions for addressing that strategic core of scientific research, creating institutional framework and awareness about venture capital, creating awareness about Intellectual Property Rights and also strengthening the initiatives which believe in open source research, establishing ICT tools in more pervasive ways.

This ecosystem will only be sustainable if we will be able to establish the key drivers in that system. These drivers are approaches which are multidisciplinary, collaborative, distinguishing between generational changes vs incremental changes, durable vs disposable, need vs demand, nature vs nurture, locally relevant, globally connected and competitive, focusing at the quality edge. These drivers will enter into realization of stakeholders after the Spaces of Discourses communicate these issues consistently. These spaces are discussions, debates, seminars, conferences, best practices, subversive dialogue, irreverent dialogue, new ideas, innovation, ICT portal etc. Thus role of technology will be as a tool for problem solving. Technology is definitely entry point to increase the delivery, access, efficiency, productivity, transparency, service etc.


In terms of policy building, main stake holder is government with evidence based approach and innovation ecosystem as a paradigm. When it comes to strengthening human capacity or raising critical mass of the professionals, it is the research community and how they plan for coming decade to attract talent and support systems for them in the paradigm of proactive measures. Strengthening institutional capacity is also next thing in waiting where institutions like community and university have big role to play by making use of increased competitive grant size given by government in the paradigm of excellence and expansion. Technology development harnessed by government, society and industry is very much participative process where solutions converge with each other`s interests. Societal interventions matter and governments, society and NGOs often need each other`s support to chart out a plan which needs to be changed from supply driven to demand driven where interventions to empowerment held greater chance of being successful. In the domain of international S&T cooperation, government and scientific community will use their resources and networks to move ahead with clear cut goal of strategic cooperation keeping in mind the principles of reciprocity, parity and emerging themes of science-technology diplomacy. So these are some of shades of coming times where Indian science is moving for? Enough for today, will keep discussing these issues in coming days. Have a nice visionary day !

Low Carbon Strategies for Inclusive Growth


So, after huge success and failure (!!!!) of Conference of Parties at Kyoto, Bali, Copenhagen, Cancun the world is back to square one. Basically trying to understand how to address the challenges of future where non-carbon growth will dominate the agenda and policy making. India cannot remain behind in this race at least in terms of scenario building. How we are capable to really live upto those scenario reports is different matter of study. So, lets get started.

Everyone knows global warming happens due to anthropogenic greenhouse gas concentrations. By 2030 unless mitigation actions are taken, world primary energy demand expected to be 40% higher than in 2007. By 2020, in some African countries, yields from rain-fed agriculture could be reduced up to 50%. Approximately 20-30% of plant and animal species are at increased risk of extinction if increase in global average temperature exceed the range 1.5-2.5 degree C. (with respect to IPCC 2007)

In terms of per capital emissions India is still far away behind compared to USA, EU, JAPAN, CHINA. But kind of growth strategy we are pursuing, we will certainly end up paying the price of that in terms of invading the nature and developing polluting lifestyle.India`s emission is 1.18 tonnes of Co2 equivalent per capita in 2008 to that of 4.38 tonnes of global average. Though India has not created it, it stands committed to reduce the emissions intensity by 20-25 percent over 2005 levels by year 2020. The Copenhagen conference which lead to the Copenhagen Accord reflects a broad political consensus on some of the issues which are relevant to the negotiations:
" There is an agreement on the broad scientific view that the world must not exceed a 2 degree centigrade increase in warming on the basis of equity, and in the context of sustainable development. "  All participating countries have agreed to communicate their mitigation commitments and actions. Developed countries (Annex I parties) have agreed to report measured, reported and verified (MRV) mitigation actions as per COP guidelines. With Integrated Energy Policy projecting energy needs of country in 2030 like this: need of oil to be around 3-5 times more than current consumption, need of natural gas six-9 times than current consumption, need of coal to be around 5-6 times more than current consumption; in these scenarios what will be the best strategy for low carbon economy.

What do inclusive energy policy means? At the minimum, inclusive growth means all households are electrified and that all have access to clean cooking fuels such as natural gas or LPG. Currently 85% of the rural and 10% of the urban households use biomass for cooking. We need secular shift from traditional biomass to modern commercial energy, in addition to improving the efficiency of use of traditional biomass. Towards this end, the integrated energy policy scenarios project 100 percent electrification of all households by 2020.

Government of India is witnessing different shades of policy approaches in front of them while dealing with these issues. One is determined effort which is highly probable and business as usual scenario. Here effective implementation of policies already in place makes sense to apply. Private sector sustains current efficiency efforts. There is continuous up-gradation of technology and finance from both private and public resources. Another policy approach is Aggressive effort which is highly desirable and demands visionary interventions from every quarter of government. New policies, in addition to effective implementation of existing policies; private sector efficiency efforts at higher scale and finally new technology as well as additional finance, both from domestic and international sources are key features of this approach.

In order to explore strategic options for reducing emission intensity of the economy, an analysis of the quantities and trends of GHG emissions from different sectors is essential. This helps to priorities the sectors, industries and gases where efforts can be made for an effective action. Emissions take place both during, production and consumption processes. The emission intensity of the economy can be lowered by reducing the need for production and consumption, as well as by making consumption and production processes more emission efficient. Today agriculture accounts for 18%, wastes for 3%, electricity for 38%, transport for 7%, other energy industries for 12%, cement for 7%, iron and steel for 6% of the total GHG emissions of India in 2007.

There are several technology options to improve the combustion efficiency and lower CO2 emissions. Super critical plants operate at higher temperatures leading to net heat rate of 2235 kCAl per kWh and specific emission of 0.83 kg per net kWh11. The technology is available globally and the cost is almost the same as sub-critical plants. As per recent guidelines and projections, super-critical power plants would account for 60 percent of the thermal capacity to be built in 12th plan and 100 percent in 13th plan. Super critical units thus could contribute up to 50 GW by 2020. Integrated Coal Gasification Combined Cycle (IGCC) is another promising technology, which can attain higher efficiencies and lower CO2 emissions and also produce synthetic chemical fuels such as diesel and hydrogen. However initial estimates under Indian conditions of high ash coal show very high auxiliary power consumption and hence the overall efficiency is comparable with sub-critical units at almost double the cost. While India will continue to do its research in IGCC, commercial deployment of IGCC is unlikely before 2020. In other important energy segments India hopes to achieve target of 50, 000-65, 000 MW by hydro power by 2020. In solar energy this scenario is around 10, 000 MW and by biomass 4, 000 MW. With current installed capacity of 4780 MW, Government has made aggressive projection for Nuclear Energy 9, 800 MW by 2020 despite Japan`s Fukushima event and protests at Jaitapur Nuclear Power Plant site.

India imports 80% of its crude oil requirements. This becomes more critical when we know that now transport sector has become second sector to contribute to the GHGs mostly. Ways to tackle this crisis is increasing the share of public transport to 60 percent and share of rail in passenger transport to 35 percent, increasing the share of rail in freight movement to 50 percent, increasing efficiency of vehicles, introducing cleaner fuels, increasing electrification of railway tracks. There are other steel, cement, construction and other major industries contributing to carbon growth need to be taken into account but details are not being presented in this post.So electricity generation required in 2020 projected at existing terms is gross generation (Billion kWh) 2, 104-2359 and net generation estimated in 1970-2208 Billion kWh. I will deal about mitigation and adaptation strategies, concept of national accounting and green DGP in next post, till then have a nice energy efficient day.

15 years of TRIPS: Conflict between stronger IP Enforcement and National Development Priorities…


We are living in the times when poor is getting poorer and rich, the richer. Why, if you ask, is this truer today than yesterday; the answer lies in the fact that passions about the anniversaries we often boast about are affecting us least. But anniversaries about which we are so ignorant are transforming our lives in far greater proportion than we would imagine. The 16 years of TRIPS and its yet to be ascertained impact is such a solid example of our consistent exposure to the power or lack of negotiating power, total void of experts who can stand in front of delegations of US, EU & Japan and now Korea, China and Australia. 

Basically the position of the developed world about trade negotiations can be summarised in following way: “Do as we say, not as we did!” Yes, it is very much true. Developed world consistently refused to respect the intellectual property rights until on a fine Sunday morning they realised that the competitive advantage in trade, R&D and technology development & commercialisation is waning. For many years US Congress refused to grant copyrights to foreigners on the basis of rationale that it will hinder the spread of mass literacy and refuse the liberty to enjoy the literature. No doubt, be not be surprised; most who suffered due to this were the British authors. Another example: Swiss Federal Councillor Brenner during the debate of patents in 1906 asserted that patent system should be adopted to the interests of our own industries. 

So, cut the shot and arrive at 1995. When TRIPS was implemented across the countries on the threat that obligation to it is directly proportional to the survival of membership of WTO. The role of private corporates in pushing for the provisions in the trade negotiations of the Uruguay round is well known. Mind well, TRIPS was in no manner a think tank like academic initiative. It was well devised strategy, carved and sharpened by industry leaders like pharma, semiconductors, computer software, entertainment etc. Basically IBM and Phizer were the two frontline companies which lobbied to drive the point to home of policymakers in US that newly industrialised countries like Japan and Korea are copying the technology and fastly catching up. So, failure of developing countries in registering their resistance, the highly sophisticated coercion tactics used during the negotiations and great degree of asymmetry in negotiating capacity all contributed to the culmination of the IP related agreements in WTO and finally came into existence in the form of TRIPS. 

The asymmetry in R&D expenses will show us how massive was the difference of R&D expenditure between developed and developing countries around the time when TRIPS was enforced by WTO member countries. Now the countries who signed TRIPS in haste are repenting in leisure by realising or yet in the myst of realisation that the objective of TRIPS was to freeze the comparative advantages. It is surprising that developing countries did not discuss the TRIPS provision at all during the Uruguay rounds of discussion years of 1986-89. Then suddenly around 1989, the negotiating teams of the developing countries were caught in psychological asymmetry when issues of IPR were inserted without allowing the developing countries to have a well-informed strategy to negotiate. The high-profile benefits of the TRIPS like transfer of technology, increased flow of FDI and incentives for domestic innovation are yet to be realised even to the level below that of promised. If yes, scholars ask where the empirical evidence is. More critically scholars refuse to agree to Econometric studies conducted to arrive at the conclusion which supports the highly boasted benefits of the TRIPS. Someone said that “Statistician is a person who tortures the data until it confesses the desired results.” 

We can make out from the stronger enforcement of the IP that it is actually to slow down or refusing the technology transfer. The impacts of TRIPS can be observed on the changing nature of the Public Funded research carried out by universities and research institutes vis-à-vis that of profit oriented applied research done by private industries. Situation is changing; academic research community which is meant to disseminate the knowledge are increasingly shying away from the publishing and instead are focussing on the securing the knowledge through the patents and other forms. So, academic communities are witnessing the less and less communication of knowledge even though howsoever the number of increasing conferences are registering massive crowd of paper presenters. Crucial questions: Is IP enforcement the legitimate instrument for realising the national development goals? Do developing countries have the policy space today while countering the pressure of western countries in newly emerging scenario of TRIPS + negotiations? Why should south now have more obligations compared to already frozen comparative advantage in favour of richer world?
 
While answering to all these questions we should remember that global web of IP enforcement has travelled beyond TRIPS provisions and US, EU, Japan and other highly industrialised countries are using stronger IP enforcement strategies, bilateral/multilateral free trade agreements to trap the developing countries to move towards the TRIPS + negotiations. The countries which are much richer than India in terms of per capita GDP are refusing to the mighty club of the developed world to enter into negotiations about TRIPS +. So, why developing countries like India should fall in line for the negotiations of the stronger and stronger IP enforcement. 

The report of the US-India Business Council entitled The Value of Incremental Innovation: Benefits for Indian Patients and Indian Businesses makes a strong plea for abolition of section 3(d) of the Indian Patents Act so that incremental innovations in the pharmaceutical sector can get patented in India. According to the report, this is beneficial to patients and also the domestic pharmaceutical industry since they are good at such incremental innovations. Government of India however, appointed a committee under the chairmanship of Dr. Mashelkar to examine whether it could be TRIPs compatible to restrict patents to New Chemical Entities. (NCEs) Since the Indian Patents Act has not restricted patents to NCEs, it does not require any amendment on the basis of the committee`s recommendations. Then this argument that patenting of all incremental innovations is beneficial to generic companies is facetious. It is likely to delay launching of generics. Further the evidence that patent protection is essential for innovation is not conclusive. Public funded research has been behind most pharmaceutical breakthroughs. 

We all know that IP rights are territorial, privately exercised and remains as it is until someone infringes upon it. In a way, IP is independent law but the questions about the safety and quality of the products protected under IP rights need to be asked. Marketing strategies of companies dictate seeking extension of market exclusivity for their products through various means. Patenting becomes one such strategy and many companies seek to increase number of patents on a single product as part of this strategy, mainly to keep off competition. Even without intellectual property protection, originator companies have an advantage over the generic pharma companies as they can bring their products to the market much before the latter and that gives them strong market presence by the time others enter. Generics serve a major public health cause by introducing cheaper drugs compared to the patented ones. Removal of section 3(d) will result in ever greening and delay in the entry of generics thereby adversely affecting public health. 

These days, the relation between stronger IP enforcement and Innovation is being discussed with vigour. While it is increasingly clear that IP enforcement is not the helpful catalyst for the innovation culture. Interests in IP protection change as local entrepreneur generate more and more innovation and new successful marketing strategies. In newly formed economic environment, the local brands compete with each other and with foreign market participants. Therefore these local small, medium and big firms seek ascending investments for the development of new products which require protection against uncompensated appropriation. So, increasingly IP strategy is being aligned with that of export strategy. National innovation programs in countries like Brazil, Singapore, Taiwan, Israel and elsewhere industrialised parks are increasingly being subsidised. More provisions are being made for seed financing for start-up entrepreneurs. 

Financing plans for facilities of consolidated activities to achieve economies of scale are being devised to support manufacturing industries. OECD economies rely heavily on subsidisation of innovation including R&D/Innovation of military & civil aircrafts, health, pharma and export markets. So developed countries are investing in helping SMEs by subsidising their efforts of creating local brands and by providing local capital base. They are pushing for policies promoting participation of SMEs in stronger IP enforcement. Access to scientific/technical/IP information is crucial in strengthening competitiveness. In developing countries, absence of access to efficient registration system of different IP forms, disadvantages less financially able participants. One thing is for sure. The baseline of TRIPs which is push towards stronger IP enforcement is here to say. Believers of stronger TRIPs say that markets rely more on strengthening of IP system and emerging markets have potential to create innovative paradigms for expansion of profits. So, in the difficult times when R&D units and further Indian firms are being sold to the foreign MNCs, more focus should be on process innovation like Jaipur foot/Shankar Netralaya and also on informal/grassroots innovation experiments. 

Access to knowledge and dissemination of knowledge is one of the most crucial issues while debating about the IP in the context of WTO negotiations. Relation between utility and knowledge, creativity-reward-more creativity is necessary to be taken into account. Usually small monopolies stimulate further discoveries and they start eating into public domain. This affects in serious degradation of knowledge assets in public domain. So, IP enforcement motivates carving out monopolies from public domain. So, is it really possible to nurture a spill over knowledge economy? IP is an expression of an attempt to control the flow of the information. Alternate ways to codify and share the uncodified knowledge have to be devised. Strong motifs behind encouraging IP are: effective use of enforcement of IP can prevent free riding of other investments, increasing use of IP makes IP move from the context of abundance to that of scarcity, markets are most effective mechanism to deal with the knowledge and central coordination of research activities is more efficient than decentralised innovation. In the book The Politics of Open Source, author Stephen Weber argues that value of information increases by use and sharing. Intellectual property exists on continuum of codification from uncodified tacit. Some of the proportion of the codified knowledge depends upon newness and degree of complexities of the technology. Code is increasingly being consolidated as raw material of information economy. The code can easily be steadily removed to turn into non/anti-rivolous new commons. This process can also contribute to create large body of codes that can be studied customised and recombined into new configurations by anyone who has access to basic infrastructure. Napster was a great example of that. IP is very easier to divide than to recombine it. Because it entails huge costs to do so. So, strategy should be preventing rise of anti-commons and visualising the possibility that new commons may begin shifting of assets away from north to south.

What is at stake in 12th Plan: Rebalancing the sequence of words " Faster, More Inclusive, and Sustainable Growth"

These are the interesting times for Planning Commission. This must be one of the most eagerly awaited moments in the Indian contemporary history as we witness the reports of Full Planning Commission Meeting on 21 April 2011. The Process of Formulating the 12th Plan have been accomodative, reflective on the wishes of the civil society. Even though there are issues about in what sense the term Civil Society has been interpreted. This initiative is significant in terms of very authentic questioning the existence of Planning Commission as extra-constitutional body is gaining ground by each passing day. Bibek Debroy in recent article in India Today says:

        "India's bedrock is the Constitution. Anything not in the Constitution
         should be abolished. The Planning Commission (PC) is an extra-
         Constitutional body. It was set up through executive order in 1950. It has
         no business to exist.
          Second, under the Constitution, public expenditure is scrutinized and
          approved by Parliament. As an extra-Constitutional body, PC is not
          answerable to Parliament. 

          Third, fund-flows to states take place through Finance Commission, PC
          and Central sector and Centrally-sponsored schemes CSS). We have
          diluted Finance Commission mandates since late-1960s and early-
          1970s. Union Finance Commission is the mandated Constitutional body
          for Centre-state transfers and state Finance Commissions for
          intra-state transfers. If Finance Commission's original mandate is
          restored, we won't need fund-flows to states through PC. Discretionary
          transfers to states haven't incentivised reforms in states. Annual Plan
          discussions are a nuisance. In an era of reforms, we need more
          transparency and less discretion. See how backward regions' grant-fund
          has been mis-utilised and special category status for states abused.
          This is an era of decentralization. No one knows the number of Central
          sector schemes and css. They have proliferated since late-1960s. At one
          point, the number was 455. It was pruned to 150, but have proliferated
          again. We were perfectly happy when they didn't exist, before 1960s.
          They impose Centralized templates from above, regardless of local
          conditions. This year's Budget also recognizes the Plan/non-Plan
          distinction as artificial. Even if this distinction goes, as it should, and we
          eliminate CSS, there is no need for PC. 

           Fourth, PC has been unable to push decentralized planning. In terms of
           mindsets, it makes things worse by its unwillingness to do so, as if all
           wisdom is vested from above. Witness the confusion it has created over
           poverty numbers. BPL should be determined through decentralized and
           participatory identification by gram sabhas and urban local bodies. Why
           should pc muddy waters?          

            Fifth, there are plenty of research bodies outside the Government that
           can do research now and produce data. PCs utility inthese is
           questionable. 

            Sixth, it has no imagination. It continues to produce Plan documents
            and  approach papers that are rehashes of First Five YearPlan. There
            was a time when there used to be models for growth emanating from
            PC. That was because PC had the task of directing resource flows. In
            this era of reforms, no one can direct resource allocation. It is
            determined by markets, with a role for the private sector. Several
            regulators and ministries outside PC have been empowered. What role
            can PC have now? Its projections go wrong. Had this occurred outside
            the government, PC would have been wound up long ago. PC was
            supposed to subject itself to a zero-based budgeting (ZBB) exercise,
            reinventing itself and justifying its existence. But nothing has moved.
            All that happens is PC triggers squabbles with other ministries,
            departments and states, often in public.
         
            Seventh, it is a parking spot for retired bureaucrats and failed
           politicians. The intention is not to tap their expertise. They are parked
           there because they will create the least nuisance there. In addition,
           positive affirmation and reservation quotas characterize membership.
           This is true of other commissions too. But what's true of other
           commissions is also true of this. It should be distinguished through an
           act of omission."  

Keeping in mind all the questions raised above, let us take a look at the outcomes of recent Planning Commission meeting chaired by Hon. Prime Minister.

• GDP growth likely to average 8.2% over 11th Plan: short of the 9%
  target, but remarkable given the global crisis and drought
• In the 10th Plan GDP growth averaged 7.7 %
• We have also seen progress on inclusiveness: Agricultural growth,
  Poverty Reduction, Education, Health, Upliftment of SCs/STs,
  Minorities etc.
• However progress on inclusiveness less than expected. We are likely
  to miss Millennium Development Goals (MDG), except perhaps on
  poverty
• Inflation has accelerated in the last two years
• Current international environment is very uncertain
      Global pressure on food, oil and other commodity prices
      Financial conditions & exchange rates are likely to be volatile due
      to sovereign debt related problems in Europe/US, and readjustment
      of extra-ordinary monetary/fiscal easing

About consultations 
" We have commenced a very wide consultative process on the
  challenges for the 12th Plan
• Over 900 CSOs across the country have participated, as well as many
  industry associations and ‘think tanks’
• Internet being used for first time to reach out to broader community
  including several hundred sectoral experts
• Planning Commission has launched a dedicated website

  netizens have visited these two sites and have left many insightful

Key Messages from Consultations

  we address them without sacrificing growth?
• Can we find resources to create a world class infrastructure?

Planning Commission has identified 12 challenges for the 12th Plan.
These are:

                  Better preventive and curative healthcare

The list of challenges will not end here but these are broad challenges identified. The elements of challenges must be discussed. Before taking break from this piece let us ponder over what Mihir Sharma from Indian Express said when he wrote a well timed OpEd. He said:

               " Policy-making’s central problem: how the machinery of administration has obsolescence built-in, how it is creakingly failing to adapt to a new and more complex era. Our government is run by generalists. And there’s no chance of that changing any time soon. But now, each ministry and department, state or Central, is expected to try and frame policy with market-supporting, quick-reacting precision. Much blunter instruments — licences, restrictions, diktats of one sort or another — are out. The economy is an even denser tangle of 
connections than the one that planners in the ’50s tried to reduce to a large matrix of inputs and outputs. 
                      There’s a lot of talent in government. But everybody knows they can’t    handle this transition alone. Nor should they, many would argue. Policy possibilities that aren’t culled from a broad base of experiences will be too limited. And if you have just tenured employees analysing alternatives, you build in bias towards rigidity and conservatism. We don’t need a statutory body wasting its time predicting how much   steel we will need in five years. We do know what we need: an institution capable of providing genuinely independent, non-partisan ideas — yet ones that engage with the human and political aspects of the economy, rather than sterile accounting aspects of it. 

                  The biggest barriers to increasing and deepening growth, and freedom, today are political. Advice that pretends they don’t exist has little value. Where would this advice come from? Our political parties don’t debate and develop policy ideas. We don’t have a culture of think-tanks, nor does one look like developing. Universities have other reform priorities. Journalists can’t do everything. No, government itself will need to nurture and grow independent — and persuasive — sources for policy prescriptions and recommendations.Nehru’s Planning Commission was supposed to help the state be the vanguard of the economy, to provide disinterested instructions to an activist government. Now, instead, a retreating government needs the Commission, or something very like it, to be the vanguard." 

 I think, possibilities of confusion have now evaporated.

What has changed ? From Science Policy Resolution to Decade of Innovation ?


Approaching 12th Plan for S&T Sector in the context of Innovation Decade 2010-2020



The growing relative importance of the knowledge as a variable of production factor compared to capital, labor and physical resources has been recognized globally. At the same time it should be understood that knowledge is being created, diffused and absorbed linking global and local actors. This is giving birth to new Glocalisation Policies as far as investment in S&T/R&D/Innovation is concerned. R&D activities are increasingly mobile and globally connected. While the significance allocated to the accessibility of codified knowledge through ICT enabled network to improve the efficiency of the research being done is crucial building block of the S&T policy framework at the same time the importance of the institutions which can tap the tacit knowledge from the experts working in those fields gives additional value and leverage to this policy planning institutions to think in new directions compared to stagnated silos.

Policy should give primacy to the non-linear systemic view to look towards progress/innovation rather than judging the changing world through the prism of linear perspectives. So, creating a mesh or embedding a layer of lateral thinking in the communication within the stakeholders of policy planners should be the priority. More time should be given to learn from the studies done around capability to exploit new combinations or of pieces of knowledge is essential. Special attention should be given towards the fact that innovation rests on learning and creativity. Also, it should be realized that innovation happens through interaction amongst firms and other agents.

The knowledge used for innovation may be firm specific among which large part us private proprietary knowledge and tacit. Sectoral or technology specific knowledge may be public, codified and tacit. And generic science based knowledge may be public, open access and codified.  In today’s world where distributed knowledge base, the implications it may have for the planning of S&T policies have to be visualized for our better understanding. The kind of diversity of organizations involved in the chain of knowledge creation, diffusion and absorption; resources needed for diffusion considering the limitations imposed by IPRs; importance of local and global access capabilities, flexibilities provided by policies for experimentation, creativity and entrepreneurship and room for innovation without the traditional inputs being given too much emphasis; these are some of the factors which should be accounted for adjusting to the dynamic scenarios of S&T policy making.

The system perspective offers the holistic perspective where whole is greater than sum of its parts, where interrelationships and interactions are more important and includes norms, habits and culture of organizations and institutions. Here most important resource is knowledge and most important process is learning. Understanding the diversity of the performance of the organizations involved needs to be taken into consideration in the context of a) Enhancing the capacities to access and use distributed knowledge base, b) Quality of infrastructure supporting knowledge flows, c) Institutional strategies and link bases. In this perspective moving towards learning organization would be the right step. This step implies: a) Internal changes promoting flat hierarchies, devolution of responsibilities, multi-functional teams, new cross linking competencies, emphasis on quality management and human resource development. So shifts are expected from ‘raising resources’ to ‘promoting change’, from ‘best practices’ towards ‘context specific’ solutions, from ‘standard’ policy making towards ‘policy learning process’.  

The changing framework of innovation makes it compulsory to understand that innovation significantly differs from R&D. R&D indicators leave out many unmeasured sources of innovative activity. This is crucial in the context of the increasing awareness of the role of innovation as a non-negotiable ingredient for economic development. In this changing scenario along with the understanding of the systemic actors, emphasis on learning, diffusion and absorption of knowledge is very crucial. So, mobility of tacit knowledge becomes key performance factor.

Traditional policy was viewed in the framework of innovation being only in the terms of R&D; focus on research and technology development, technology transfer mechanisms and institutions created for that purpose, institutions for knowledge creation and diffusion. The shift in learning gained from the traditional approaches has given new insights into the new directions in which the attention needs to be focused. Now innovation must be understood in terms of economic exploitation of new combinations by including broad set of activities including design, organizational, behavioral etc. More attention is necessary to be given for how process of absorption of knowledge is taking place and how to strengthen the absorptive capacity.

S&T/Innovation Policy seems to be dominated by linear tools addressing inputs in the innovation process rather than functioning of the system involved. This system involves actors like R&D institutions, higher education institutions, universities, industry, MSMEs, government think tanks, corporate initiatives, policy bodies, market driven strategies etc. The problem became more serious when individual isolated actors were supported rather than identifying networks of the actors. Therefore policy instruments necessary and addressed to changes in behavior for innovation dealing with strategic, informational, organizational requirements or real time need. So, there is lack of strategic approach in the system.

So challenge for R&D/Innovation policy is to organize complementarities and synergies between policy areas by designing effective policy mixes. Defining this policy mix remains the pivotal task before approaching any strategic plan of S&T/Innovation scene ahead. There should be proper combination of policy instruments which interact to influence the quantity and quality of R&D investments in public and private sectors. The instruments are categorized by all programmes, organizations, rules and regulations with an active involvement of the public sector, which intentionally or unintentionally affect R&D investment.Interactions are carved out by influence of one policy instrument continuously being modified by co-existence of other policy instruments in policy mix. Influences on R&D investments are either direct originating from R&D policy field or may be indirect coming out of all policy instruments from any other policy field.

Here few relevant issues must be probed and explored about how this policy mix should be designed.
a) Challenges for National Innovation System/Sectoral Innovation 
    System/Regional Innovation System
b) Policy objectives
c) Gaps between challenges and objectives
d) Instruments (both R&D and Non-R&D)
e) Gaps between objectives and instruments
f) History of the policy in that perspective
g) Identification and location of the actors involved
h) Balances within the policy portfolio
i) Modes and ways of interactions
j) Governance framework

Considering all these factors the emphasis should be on building on the clusters of the competence. These clusters will be responsible for dialogue creation, multilateral exchanges, establishing a capable nodal point, creating mechanism which will be responsible for multiple supports, consistent process of evolution of learning support etc and reduce the repetition of the experiments and inculcate the sense of sharing of experiences in order to achieve maximum possibility of arriving at a plan which can be workable and enabling all to contribute in that.

So, policy mix design has to be derived from acknowledging the stakeholders pressure, considering the international/successful/contextual benchmarking, learning from previous policy implementation, method of policy evaluation and thus moving towards defining, articulating the policy strategies. There are always present the competing rationalities across policy fields and different schools of thoughts, short termism in resource allocations, new public management and coherence in all the initiatives and finally individual ambitions verses grand vision.

Thus the success of new policies and initiatives depend on ability of the new institutions in creating new knowledge, the ability of prospective framework of institutions in diffusion of knowledge and the topology of the elements of the network enabling them for better absorption. The directives under policy need to have “open borders” between traditional fields of policy intervention, various forms of knowledge production and diffusion and the evolution of industry experience in dealing with the new and old problems. So, defining new strategic policy intelligence where monitoring and evaluation of the approach of the policy and responses coming from the stakeholders from time to time, need of sound analysis of the structural and informal issues in congruence and keeping in mind the long term vision and also being committed to inclusive policy design processes.

Translating the Classics: A Paradigm of Cultural Capital in Contemporary Globalised World



 Two things can be held against me in connection with this translation: one concerns the selection of the work, the other the way in which I have translated it. One group of people will say that I should not have translated this particular author, another group that I should not have translated him in this way.

On personal note, in last month I was searching for original translation of the “War and Peace” by Leo Tolostoy. After going through different variety of versions, editions and translations of the novel which is originally spread across six volumes, I narrowed down on the version of Constance Garnett. And after analysing my decision, I came to know that I chose it because Garnett in his life has spent considerable amount of time with the Leo Tolostoy. Another day, I was reading the interview of Orhan Pamuk, the celebrated author of Turkey, now have been translated in more than sixty languages across the world.  Pamuk was conveying how painful and rigorous the process is when he works tirelessly for months with the co-translator Maureen Freely. He was basically narrating the need to work together by being with each other. After reading that I got the impression that writer and author cannot live in different environments at all.

Renaissance and Modernisation (?): Historical location of Translation as Cultural Capital (?)
Now going back in history, the colonial period saw a spurt in translations between European languages and Indian languages, especially Sanskrit. While there were exchanges between German, French, Italian, Spanish and Indian languages, English was considered privileged by its hegemonic status as it was used by the colonial masters. The British phase of translation into English culminated in William Jones’s translation of Kalidasa’s Abhijnanasakuntalam. Sakuntalam as a text has now became a marker of India’s cultural prestige and one of the primary texts in Indian consciousness. This explains how it came to be translated into more than ten Indian languages in the 19th century. The (colonial?)/British attempts in translation were determined by the Orientalist ideology and the need for the new rulers to grasp, define, categorise and control India.

They created their own version of India while the Indian translators of texts into English sought to extend, correct, revise and sometimes challenge the British understanding though the whole battle was fought around ancient texts rather than the contemporary ones. Raja Rammohan Roy’s translations of Sankara’s Vedanta and the Kena and Isavasya Upanishads were the first Indian interventions in English translations of Indian texts by Indian scholars. It was followed by R.C. Dutt’s translations of Rigveda, the Upanishads, Ramayana, Mahabharata, and a few classical Sanskrit plays. These translations were meant to challenge the Romantic and Utilitarian notions of Indians as submissive and lethargic. Then came a flood of translations by others like Dinabandhu Mitra, Aurobindo and Rabindra Nath Tagore to name only a few. Translations between Indian languages also began around this time, though in a limited way. [1]

Translation activities should be regarded as having cultural significance. Consequently, 'translatorship' amounts first and foremost to being able to play a social role, i.e. to fulfil a function allotted by a community — to the activity, its practitioners, and /or their products — in a way which is deemed appropriate in its own terms of reference. The acquisition of a set of norms for determining the suitability of that kind of behaviour and for manoeuvring between all the factors which may constrain it, is therefore a prerequisite for becoming a translator within a cultural environment.

Cultural capital can be loosely defined as that which is necessary for an individual to be seen to belong to the 'right circles' in society. When Kemal Ataturk, father of modern Tukry proposed a state-inspired process of Westernisation that would bring Turkey closer to Europe, a programme of translation of major European literary works ensured that Turkish readers would have access to the cultural capital of the west. Postcolonial translation theory is yet another example of how research in the field of translation has developed in parallel with research in literary and historical studies more generally. In India, Canada and Brazil, to name but three centres of postcolonial translation activity, questions have been asked about the unequal power relationships that pertain when a text is translated from, say, Tamil or Kannada into English, the language of the colonising power. Translation, as some scholars argue, is a collusive activity that participates in the fixing of colonised cultures into a mould fashioned by the superior power and was a crucial component of European colonisation on the American continent and other colonies across the world.

There are still occasional dissenting voices who argue that translation, surely, is primarily about language, not culture, and that the proper business of translation studies is to focus on the linguistic aspects of the translation process. In response to such voices, Bassnett answers that of course translation scholars must focus on language, for translation is, after all,
about transferring a text from one language to another. But separating language from culture is like the old debate about which came first – the chicken or the egg. Language is embedded in culture, linguistic acts take place in a context and texts are created in a continuum not in a vacuum. A writer is a product of a particular time and a particular context, just as a translator is a product of another time and another context. Translation is about language, but translation is also about culture, for the two are inseparable. This argument believes translation being an implicit in processes of cultural transformation and change. [2]

Translating can be seen as a problem-solving activity in which a source element may be rendered by one or more elements in the target language. If translators have only one available option, there is no more to be said; no philosophy is needed. When, however, they have two or three options, translation is worth talking about, ideally between translators, who thus start theorising. And when, as occasionally occurs, there are numerous options available and no clear theory about how to reduce that complexity, the cause for discussion reaches levels where philosophical discourse may be turned to, for ideas about the options, although rarely for the translational solutions. This can be seen in most of the theories and approaches already dealt with by many scholars: philosophical discourses tend to be appealed to, or intervene, with respect to problems where more than three or four alternatives are available. To develop words appropriate to those alternatives might be the role of philosophy to adapt and propose them might be one of the roles of Translation Studies.

Contemporary Indian scenario and government initiatives:

The National Translation Mission was launched in India few years ago envisioning these objectives: [3]
Ø  To act as a store-house of information on translation involving Indian languages and to make information regarding all aspects of translation available – by creating, maintaining and constantly updating information on translations published, training programmes scheduled, translation tools and instruments available and new initiatives, and facilities such as a ‘National Register for Translators’.
Ø  To work as a clearing house for all translation activities, both theoretical and practical, in as many Indian languages as possible;
Ø  To provide links between users of translated material at different levels and in different activities to the public and private agencies and organisations and individuals involved in translation and translation-related activities involving Indian languages;
Ø  To prioritise the translation of pedagogic materials at all levels (including primary onwards to tertiary education) specifically in natural and social sciences;
Ø  To project Indian languages and literatures in this region and abroad through high-quality translation;
Ø  To create and maintain various tools for translation, and to especially encourage the preparation of bilingual and multilingual bi-directional general as well as special-purpose translational dictionaries, word-finders, and thesauri; and
Ø  To promote printed as well as virtual publication of works on Translation Studies jointly or independently for the benefit of all institutions and individuals interested in the field.
Ø  To provide a forum for dialogue by creating a bulletin board for people to post questions and answers.
Ø  To provide guidance in the methodology of translation and undertake activities to enrich teaching and training activities in translation studies.

For the promotion and dissemination of good quality translation material, National Knowledge Commission (NKC) recognised importance of avoiding translation as a one-way street from English to Indian languages. On the contrary it was emphasised that there is a wealth of material available in Indian languages which also requires greater dissemination both in English and in other Indian languages. Interestingly one of the objectives of the NKC recommendations is very interesting. It reads: “To project Indian languages and literatures in this region and abroad through high-quality translation.” In particular, the tradition of viewing translation as a parallel avenue of creativity should be encouraged.

NKC has kept in view the long nourished hierarchy and power relations in different languages. They throw light on need for a horizontal paradigm which does not create a vertical distinction between donor and receiving languages, and promotes the multilinguality and cultural diversity of India. There is already a proliferation of some translation in certain areas which reflects a wider social churning as well as the requirements and aspirations of newly literate groups. Renowned author Salman Rushdie decodifies this process happening in contemporary post-colonial India. He argues that:
 The prose writing - both fiction and non-fiction - created in this period by Indian writers working in English, is proving to be a stronger and more important body of work than most of what has been produced in the 16 "official languages" of India(in 1997, now 22), the so-called "vernacular languages", during the same time; and, indeed, this new, and still burgeoning, "Indo-Anglian" literature represents perhaps the most valuable contribution India has yet made to the world of books. There has long been a genuine problem of translation in India - not only into English but between the vernacular languages - and it is possible that good writers have been excluded by reason of their translators' inadequacies rather than their own. [4]

Even the most cursory reading of publishers’ catalogues confirms that the foreign-language texts we call ‘classics’ do not merely attract translation, but eventually, when their copyright expires, become subject to multiple retranslations, as publishers scramble to transform the cultural capital those texts have acquired into economic capital. Nonetheless, it can be argued that translation functions as one cultural practice through which a foreign text attains the status of a classic: the very fact of translation not only implies that the text has been judged valuable enough to bring into another culture, but also increases this value by generating such promotional devices as jacket copy, endorsements, and advertisements and by enabling such diverse modes of reception as reviews, course adoptions, and scholarly research which famously claim that ‘Classical masterpieces live only in translation.’ [5]

Author-Translator Relation

One of the early pioneers of the translations, Alexander Tytler[6] explains:
“If it is necessary that a translator should give a complete transcript of the ideas of the original  work, it becomes a question, whether it is allowable in any case to add to the ideas of the  original what may appear to give greater force or illustration ; or to take from them what may  seem to weaken them from redundancy. This liberty may be used, but with the greatest caution. The superadded idea shall have the most necessary connection with the original thought, and actually increase its force. And, on the other hand, that whenever an idea is cut  off by the translator, it must be only such as is an accessory, and not a principal in the clause  or sentence. It must likewise be confessedly redundant, so that its retrenchment shall not impair or weaken the original thought. Under these limitations, a translator may exercise his judgement, and assume to himself, in so far, the character of an original writer.” [7]

John Dryden[8] believed that “We are bound to our author’s sense, though with the latitudes already mentioned; for I think it not so sacred, as that one iota must not be added or diminished, on pain of an Anathema. But slaves we are, and labor in another man’s plantation. . He, who invents, is master of his thoughts and words: he can turn and vary them as he pleases, till he renders them harmonious; but the wretched translator has no such privilege: for, being tied to the thoughts, he must make what music he can in the expression; and, for this reason, it cannot always be so sweet as that of the original. [9]

Translation and Questions about Universe of Discourse

There are more assertive questions asked in this context from few scholars.
“Why is it necessary to represent a foreign text in one’s own culture? Does the very fact of doing that not amount to an admission of the inadequacy of that culture? Secondly, who makes the text in one’s own culture “represent” the text in the foreign culture? In other words: who translates, why, and with what aim in mind? Who selects texts as candidates to “be represented?” Do translators? And are those translators alone? Are there other factors involved? Thirdly, how do members of the receptor culture know that the imported text is well represented? Can they trust the translator(s)? If not, who can they trust, and what can they do about the whole situation, short of not translating at all?

If a translation is, indeed, a text that represents another, the translation will to all intents and purposes function as that text in the receptor culture, certainly for those members of that culture who do not know the language in which the text was originally written. Let us not forget that translations are made by people who do not need them for people who cannot read the originals. Fourthly, not all languages seem to have been created equal. Some languages enjoy a more prestigious status than others, just as some texts occupy a more central position in a given culture than others—the Bible, for instance, or the qur’an. Fifthly, why produce texts that “refer to the other texts? Why not simply produce originals in the first place?”

Scholars interested in the study of translation and cross-cultural communication are beginning to realize that the study of translation is much more than mere normative rule-giving designed to ensure the production of the “best” possible translations. Translation needs to be studied in connection with power and patronage, ideology and poetics[10], with emphasis on the various attempts to shore up or undermine an existing ideology or an existing poetics. It also needs to be studied in connection with text-type and register, and in connection with attempts to integrate different Universes of Discourse. Translation Studies has begun to focus on attempts to make texts accessible and to manipulate them in the service of a certain poetics and/or ideology. Seen in this way translation can be studied as one of the strategies cultures develop to deal with what lies outside their boundaries and to maintain their own character while doing so—the kind of strategy that ultimately belongs in the realm of change and survival, not in dictionaries and grammars. [11]

Translations are not merely advantageous to all the arts and sciences but absolutely vital to them, both for a whole life and for specific moments in it, as long as they are faithful to the original. Translations tend to become unfaithful because translators do not know the language or the topic they are dealing with. Words are finite in number but things are infinite and therefore many people are taken in by the similarities between words, what is called synonymy, and they do not know what the text is about. Consequently, ignorant translators are deceived and deceive those who trust them, sometimes on the level of style and diction and sometimes on the level of content or that of the characteristic features an author uses. Ideas are common to the understanding of all men but words and manners of speechs are particular to different nations.


Translation in Modern Professional World

National Knowledge Commission also engages the problems of science and technical translation. Unlike for literary translation, there is need for greater standardisation of terms and concepts so as to ensure both better comprehension and ease of moving across languages. However, not all terms should necessarily be translated, as there is growing acceptance of some scientific terms to be used in all languages. Further, translation today is an under-rewarded activity both in terms of social recognition and monetary remuneration, and these needs to be changed. It is also important to note that translation is an individual activity but also a social enterprise, in which success which may require the involvement of a range of different people at different stages and team work.

Jaques Delille [12] said that like all human institutions, language, that marvellous charter of our higher destiny, also strives for the better, and the individual who becomes an organ of this general desire by engaging in certain endeavours, deserves well of language. There is only one indispensable condition: that he should not demolish while engaged in the act of construction. The innovation proposed should not be allowed to contradict what is already firmly established. If a language were merely something pieced together, made up of similar or dissimilar components, a formless mass, one would be allowed to change it or add to it at will, and every enrichment would be a gain, without exception. But language is an ordered whole, or at least it is meant to be gradually growing into one. All its elements attract or reject each other according to the laws of kinship and similarity. General forms pervade it, bring matter to life and bind it together with their power.[13]

All translators are united in that they face the same challenges, i.e. the general lack of consideration for their work, the complexity and technicality of the tasks involved, the impact of the ICT revolution on their working practices, the upheaval caused by the Internet, the industrialisation of the translation process and translating practices, market globalisation and job de-localisation, the increasing encroachment of language engineering applications, the rivalry between ‘linguists’ and ‘technicians’, the stringent requirements of quality certification, the fight for official recognition of a professional status (where this is not already effective), or even the fight for survival of the more traditional ‘cottage industry’ translators. Not to mention the fact that cost-effectiveness, both direct and indirect, both in the short-term and in the long-term, tends to be the be-all and end-all of professional practice, since most people who need or request translations want ever more for ever less. [14]

Translators may be called upon to translate just about anything. Any text, message,  fragment of a message or code element may need to be translated. A comprehensive list of materials that are commonly translated would include software programs, video games, software on-line help systems, insurance contracts, extradition proceedings, film sub-titles, songs, film dialogues, all kinds of soundtracks, drug dosage instructions, obituaries, mail catalogues, mobile phone instructions, marketing certificate applications, sales contracts, health certificates, user manuals (millions of them), parts lists, commercial statistics, registry office certificates, educational qualifications and certificates, confidential diplomatic memos, advertising leaflets, adverts, magazine and newspaper articles, alarm system documentation,
customer complaints, the faxed minutes of a meeting before the next session starts, poems, novels, short stories, biographies, bills of lading and customs forms, post card titles, medical files, extradition requests, technical memos, annual reports, letters to the shareholders, DNA analysis reports, machine user instructions, patents and many more.

Is translation really about language or culture or technical knowledge?

Gaudec argues that languages are essential but insufficient. What is needed beyond absolute linguistic proficiency is a perfect knowledge of the relevant cultural, technical, legal, commercial backgrounds, and a full understanding of the subject matter involved. Translation may also be viewed as a strategic, economic, ideological and cultural weapon. But it must be emphasized that such a weapon can sometimes backfire. Thus, while good translations help improve market penetration and product acceptance by adding value to the product or process concerned (whether it be a book, a film, a tractor, an extradition request, a catalogue, a computer, flowers, a sales offer, a veneering machine, etc.) inadequate, poor, or disastrous translation can do no end of damage to an export product or process.  

Transfer is therefore cultural in nature first – which means appropriate adaptations of contents, organisation, and mode of thinking may have to be made by the translator. The latter must therefore understand exactly what message has to be carried over to whom before organising the content of his own message and expressing it in the appropriate code (that code being most generally, but not exclusively, a language-based code). The visible substitution of linguistic or non-linguistic signs and codes comes second to the deeper and less visible substitution of thought processes, discourse structure, presentation techniques and rationales, modes of analysis of objects or concepts or interpretation and subliminal suggestion – which means the translator must have a perfect knowledge of the thought processes, mental habits or mores of the target group or community.

Thus, the translator is a key actor in the process of importing or exporting ideas, concepts, rationales, thought processes, discourse structures, pre-conceived ideas, machines, services, myths and so on. He is also a vital go-between in operations and actions involving international co-operation (customer information, extradition procedures, sales, purchases, exchanges, travel, etc.). He is in fact an extremely powerful and critical agent facilitating and even at times enabling economic, strategic, cultural, technical, literary, legal, scientific and ideological exchanges throughout the world. (ibid)

Being a combination of both, technical translators are constantly confronted with the need to dispel deep-rooted doubts about the ability of linguists to understand and translate technical material, or conversely, about the ability of engineers to acquire translation skills which are normally the result of long and complex learning processes. The two positions are usually expressed as (a) ‘None but a technician really understands such things and can actually translate them’ or (b) ‘Actually training someone to be a translator takes no end of time and technical knowledge without writing skills and linguistic-stylistic finesse is simply not enough.

Translating can now be understood as an intricate implication of three orders of signification. The first order consists of the foreign text, although the very decision to translate it continues a process of interpretation and evaluation that has preceded that decision in both the foreign and receiving cultures. The second or meta-linguistic order consists of the translation that inscribes meaning in the foreign text by recontextualizing it. Divergent readers bring divergent cultural tastes and abilities to their reading, leading them to process the text in divergent ways. Bourdieu[15]  has suggested that ‘elite’ taste rests on the use of specialized knowledge in the detached formal appreciation of a cultural object, drawing the boundary between art and life, whereas popular taste seeks to erase that boundary through a vicarious participation in the object, a sympathetic identification with characters as real people, for instance, which often leads to the inference of moralistic lessons for conduct. An elite reading experience, then, is more likely to interrogate the illusionism that results from fluent translating and mystifies the interpretative and evaluative inscription, while a popular reading is more likely to accept the illusionistic transparency as the truth of foreign text, taking the inscription as inherent feature.

Translation and Communication: Globalising the convergence and challenges

McBride Report launched by UNESCO three decades ago predicted the massive current of changes inherent in modern societies.[16] It said:  
“There is virtually no limit to the variety and ingenuity of the modes of communication employed by human beings. Different languages arose because of lack of contact among people of different regions, but especially because societies with distinct economic, moral and cultural traditions required specific vocabularies and linguistic structures. But at the same time, even within communities, distinction between social groups – especially between dominant elites and mass of population –came to be reflected in differences in idiom and vocabulary, in the meaning given to certain words. Millions of people today speak languages which are not understood, even though close social and economic links have been established.

Words being symbol of human experience, the perceptions underlying them have undergone change over time and in response to new situations. Moreover, all languages are in shape of incessant change—sometimes gradual, sometimes gradual and rapid. They respond to new needs arising from developments in thoughts and knowledge, in productive techniques and in social relationships, in political and economic structures. Words therefore change their meanings and acquire fresh, new applications, specialised technical terms pass into general usage; and new words are invented. There is at any given time, a difference between formal language and everyday colloquial speech, and between the speech of the older and younger generation. The process reminds us that language is not corpus of learning, but an instrument adapted to human purposes.”

A very fresh article of 9th March 2011 published in Times Literary Supplement asks a provocative question. It asks: The futures of the English language - Will English survive as a lingua franca, or will translation technology make it unnecessary? Should we call it as a justice of history which repeats itself or it is another human intervention induced by technological innovation to determine the fate of another historical project of translation to influence or to be get influenced by the literature of other cultures and languages? I am confused because of the invasion of many translations coming from across the seven oceans and equally puzzled about my own native sister languages in the Indian subcontinent where I live, they seem like alien one.

The lifestyle and way of free, rational way of modernism is understood by me through the translations of western classics rather than our own. Of course, the values and the principles of civilisation of the distant culture are equally traceable in the every corner of the world. Credible works of Upendra Bakshi, noted scholar of Jurisprudence and Law narrated in detail how concept of Human Right is not only western but equally eastern. Nobel Laureate Amrtya Sen through his work of Argumentative Indian showed that India also possessed for centuries long tradition of liberal, tolerant and civilised debate and arguments.  

Even though they communicated these ideas in English, it was a crucial effort to make us feel that inspirations for which one may discover or initiate the process of translations may well be present in your own tradition of thinking, intellectual history. We need to respect to that vast potential of intellectual history rooted in the contemporary/classic Indian regional language literature which is living memory of my parent society and ancestor`s culture. Unfortunately due to lack of appropriate institutional or rewarding translation culture we are immune from any elemental improvement in capabilities of communication of the intellectual history which is very much embodiment of our linguistic diversity of India through which entire freedom struggle of 150 years is based upon and continues to drive the project of Indian democracy in last sixty years disregarding many unfortunate hurdles and sustaining the historic achievements marked by constant-rigorous debate which is never dominated by one language but hundreds of dialects and now 22 official languages.

This timely article in Times Literary Supplement envisages the multilingual society in which there is just, orderly information society. Innovations in translation technology will in turn remove the necessity for a global lingua franca.[17] The increasing availability of linguistic corpora in electronic form will generate the language-processing resources needed for machine translation, facilitating interlingual communication, where each party uses its own language. Interlingual communication will reach beyond the languages of the global technological powers: Automatic tools are going to become capable of bridging the gap between any languages”, with the ticket for admission into the new information society being “a dictionary, grammar, parser, and a multi-million-word corpus of texts – and they’d better all be computer tractable. [18]

Finally before I conclude, I once again attract your attention towards the lack of discussion about original voice in Indian literature; rather void of genuine originality being reflected in English language literature compared to intense need of it to be published in Indian regional language. He says, However, Indian critical assaults on this new literature continue. Its practitioners are denigrated for being too upper-middle-class; for lacking diversity in their choice of themes and techniques; for being less popular in India than outside India; for possessing inflated reputations on account of the international power of the English language, and of the ability of Western critics and publishers to impose their cultural standards on the East; for living, in many cases, outside India; for being deracinated to the point that their work lacks the spiritual dimension essential for a "true" understanding of the soul of India; for being insufficiently grounded in the ancient literary traditions of India; for being the literary equivalent of MTV culture, of globalising Coca-Colonisation.(Rushdie, 1997)
